If this is episode two, this should be the first appearance of Hugo a-go-go, who is one of his more persistent foes. I love Hugo, he's really quite funny. This cartoon was something I saw occasionally on local shows. Batfink is pretty cool, though I didn't remember Karate at all.
It's a pretty silly show, definitely based on the Batman 60s show, as seen with all the visual sound effects. Hugo isn't even named in this episode. I have the entire set on DVD, it was available for a good price.

I saw a few episodes of this as a kid and yes definitely based on the 60's Batman show especially with the deathtraps. My wings are like a shield of steel!
