This comes from the fourth episode of the New Adventures of Jonny Quest (1986) "Deadly Junket." The plot is similar to Jonny's Golden Quest, but this time Jessie isn't related to Race at all. It does also feature Dr. Zin, once again voiced by the great Vic Perrin. Zin is using Jessie's father, Dr. Bradshaw, to further an anti-missile system. I bet they are still waiting for it to this day. Be that as it may, this is a decent episode, though I do think they should have spaced the Dr. Zin episodes out a bit more.I enjoyed this semi-sequel to the original show far more than I thought I would. They sure lean into the "all girls are icky" trope that was present in the original run, though by 1986 that shouldn't have been a thing at all.
